In 2015 election, Kano had 4,975,701 registered voters and Buhari won with 1.9 million votes. That's 38% of the total registered voters.
According to INEC, Total number of voters in Kano, 540, 792 newly registered voters including the 2015 registered voters stands at 5,535,703 on the 4th of September after the Continuous Voters Registration (CVR).

From Chris' explanation over 2.9 million means 3.0 - 3.5 million of INEC's 5.5 million registered voters in Kano are all APC members.
This is to say in addition to those who are not APC members that would vote for APC presidential candidate in 2019, we should expect Buhari to win Kano with 3.5 - 4.0 million votes that is averagly 67% of the total registered voters.
